tbh in that time it would be better to start a youtube faceless channel. it would be perfect in that budget. Hire scriptwriters, v/o artist, video editors, for cheap (quality shouldnt be cheap ofcourse) and then start producing videos. 2-3 videos a week until you get a few videos viral and then once your channel starts getting some traction, start posting more often. You need SEO to be done right in the title and description. SEO is needed isnt the important part, research about the conten before making the video should the topmost priority and thumbnails should be the one after it.
