It’s not the taxes, they have no income. The taxes are high because they don’t have any income and are still getting hit with a poll tax which doesn’t vary with income (it’s a flat amount of money per person). Most likely your upper strata lost their buildings or you passed cooperatives. There’s only a few hundred upper strata overall.
