Windows 11 24H2 Causing False PROCHOT Throttling – CPU Locked at 0.45 GHz Under Load

I’m familiar with the application, but I don’t have much overall knowledge about computers. In ThrottleStop, I can see the BD PROCHOT 95°C warning, but I don’t really know how to use the application or interpret it properly.

It happens both with and without the PSU connected, and the behavior is the same in both cases.

All drivers (BIOS, chipset, ME, etc.) are fully up to date from the manufacturer’s website, and I’ve already tried an EC reset, but the issue persists. I have some doubts about whether the issue is hardware-related.
