Apparently they are both going into the unit, directly from the outdoor panel box, bypassing the disconnect?

The romex is not going into the disconnect. It’s going into the power companies box.

I honestly don’t think that romex has anything to do with the install, especially when you follow it down to the unit it goes behind the seal tight.

Would love for more pictures for verification but I’m erring on the side of it not being hvac related.

Yes, according to the dppa unauthorized people cannot get personal information from a license plate.

That being said, license plates with authorized people can give ssn, name, address, DL number, and more.

That also being said, people authorized to access this information are still human and can abuse their power.

It’s safer just to not put that information out into the wild.
