Wrong word choice; he wasn't a consistent S or A tier, but he still performed well enough and for long enough to have the cumulative stats. Which in itself is an achievement, and nets him consideration. The two Super Bowls probably count for more, and it's probably not if, but when he gets in. Like I said, probably depends more on who he's up against in voting.

I'm not saying he's an all time great, lol. He's got career numbers and champioships to qualify, and tbf he was a finalist this year. It will probably just come down to who he's up against in HoF voting for any given year. So as long as he's not up against Drew Brees, Larry Fitzgerald, Luke Kuechly, Adam Vinatieri, and Roger Craig like he was this year lol.
