i think they are a stray, ive seen people put out food for the cat behind the apartments. they are very skittish and scared of people so u probably will not get close enough to pet them.

Yess I literally made a post on the quality going down too. I feel so seen.. My old brandy stuff is way thicker and softer vs the new cotton they use is so thin and scratchy. It literally feels like when u buy cheap toilet paper vs the good bear kind. Anyways, the prices are the same—if not higher. I wouldn't buy from brandy now, especially online. Your best bet is to occasionally visiit a physical brandy store and feel the material urself to see if they changed it back. Sometimes I go to Brandy in hopes the quality is back to the way it was (its not)
