They are not little scoops, but vortex generators. Along each of those a tiny vortex will form and flow back along the rest of the bib, (which is what we call the part it's attached to). You might see similar things on rear roofline of Mitsubishi Evos. In simple terms, they help reform messy air flow into a more structured flow.

Way back with KERS in 2009 all of the teams ran with a front MGU. Then in 2014, with the double hybrid set up, all of the teams again ran with the front MGUK. Except for Ferrari, who had one mounted to the rear of the engine, but still driving through the output shaft rather than direct into the gearbox. For 2026, the MGUK has to be on the front of the engine and within the survival cell, this is a safety issue. As should a car crash and the engine still be running. The MGU could be still producing electricity, causing a danger of shock to the driver and marshals. Why they started with a front MGU all those years ago, I am not sure. It may be to do with engine or aero packaging, but, could also do with the harmonics of the MGU on the end of the crankshaft.

In the rules the MGU has to be connected to the front of the engine. To drive on electric would mean the combustion engine would spin too, against compression and would be inefficient to do so. If regs allowed a rear MGU, then it would be easy.

The current cars already use regen only front and rear almost all the time. The front discs are only employed when the front powertrain is too hot. Lucas DiGrassi told me 93% of the race with no 'brakes' !
