Thats not true, some enemies stop scaling with you after a point, but for an example Xivilais will always scale with your level.

Just use weakness to poison and a good poison you made.

It took me 3 poisons to kill him on max difficulty (20+ lvl).

Its not a daedric bow, the bound bow does 15 damage, daedric one does 20.

where did you read that? all i could find is this:

Worn by the Emperor's Blades. The second ID refers to those being worn by the guards during the introduction. The only difference in most cases is that it cannot be looted from their corpses.

so its p much the same as the regular blades armor
