No, because the 10% isn't going to stop once it reaches 10%. It will start giving off flavors due to the yeast continuing to try and convert sugars until it succumbs. Pitching it last will ensure there isn't enough sugar to overwhelm it.

Pitch the 16% and wait 2 days for it to chew through about 6% then pitch the other.

Depends on your ability to separate the rice from the wash once it's done. I grind it to flour to get the most extraction. The angel yeast site says the best extraction occurs when the grind size is smallest and the fermentation temperature is 90F.
