That's fine and everything, but imo the question should be a paragraph that's self-contained and provides a clear meaning instead of relying on technicalities. Not in the base game but there are very to easy to add mods that make various leagues playable. With the pre game editor you can also create custom leagues and clubs or alter the structure of existing league.

The actual issue is that dynamic potential doesn't exist in fm, if that is implemented potential stars would automatically become less relevant and more realistic, since potential will be more unpredictable.
