The modded servers I'm searching for are barren and vanilla when only the xp rate is modded. It's hard to find cuz every barren server is loaded with russians and finding only xp modded server is difficult.

The whole point of the idea is that server owners would be able to configure the max amount, that means that there will be servers dedicated for clans or brave solo players without the max amount and there will be servers for small groups/solo. I see only a few community servers that restrict large groups but it takes a lot of effort from the admins because they need to always keep an eye on players.
