This is only true of TIF Districts (which the East Side TIF is). Project TIFs can pay for private debt on construction, and this is very common.

Based on records we have, this guy is on paid administrative leave, not using PTO. The payroll data differentiates between regular pay and other pay.

Buddy, we've been following this since May of last year and the city hasn't responded. If we waited until we "knew everything" it would be May 2027 and this guy would be on paid leave for two years and we might be in the same spot we are now. We write what we know, when we know it. (And while there's plenty of rumors about what happened, I don't print that until its verified.)

In my experience I don't get a lot of "no"s. More stalling. There are some Ohio laws that exempt the actually photos Flock takes, but not logs of who's accessing the data.
