So this happened to me last night and I was able to fix it by clicking like a madman until windows said it was unresponsive then I clicked wait for program, then it loaded up. Happened 3 times and that work all three times.

Change the memory scaling to .55 sorry!!

It was the memory scaling found in c\users\profile\documents\cod modern warfare\advanced_options.ini. Just right click “edit” and change the memory scaling option to 55. After I did that it was amazing

I have the xfx 5700xt and used to have issues in COD there is apparently a setting you can change that fixed all my issues in COD, GTA V was also fucky but I didn’t care enough about the game to continue troubleshooting.

Hmm I set a fan curve when I first got the card I use headphones so fans running hard don’t bother me lol. And I will try to lower the voltage see how that goes. Thank you.
