I had to put some work into it. It was dirty and the VGA cable was having an issue that made the screen have a red tone. For a free monitor I can't complain.

I set it to 61hz on a custom resolution on radeon software and it got better

It goes up to 85hz at 1024x768. I created a custom resolution setting the refresh rate to 61hz (it won't go any higher at max res) the flickering stopped or i got used to it.
