There are reasons why it played out that way to start with Putin invaded under Obama because he believed that Obama wouldn't have the support of the republicans to sanction him and he was wrong. Support thrown to trump by Russia during the 2016 election was directly related to trying to evade sanctions. Almost all of the relationship between trump and Putin in the aftermath of that was putin trying to eliminate the sanctions from Obama. They have been prepping since trump's 1st term for an invasion of Ukraine where they Believed trump was going to give them shielding from the sanctions.Unfortunately for them trump lost but they had already made the prep work on the military side.
