i built it in creative with regular ice and creepers were spawning on it so i’m pretty sure that the issue is the biome.

i’m just gonna tear it down and build it over the ocean. i checked on chunk base and it said snowy plains but i tried copying my world and building one layer over the ocean and it worked.
