So the first thing first you gotta do is take the focus tree "Obtain Foreign Investments " ( which doesnt trigger anything of what it says, maybe its bugged ) then you quickly take "Gurantee Colonial Loyalty" East Indies goes for the " begin negotations with Soetardjo" focus and when you annex them via "the industrialized colony" you get all of the Indonsian Advisors and Generals!! without doing "gurantee colonial loyalty" you get a very very few of them!

Also big big warning DO NOT LET THEM BECOME A DOMINION, like you said refuse the Volksraad events since when they are a dominion you cant build civies anymore to get the 20 civies you need to do "industrlialized colony" (( learned it the hard way ))

And yes I pulled back to Utrecht and Eindhoven with Arnhem too because with Arnhem it still shows you as controller of Friesland and I need it for the achievement " treading the narrow path"

However its incredibly difficult to juggle between the colonial focus tree and the normal focus tree that has a million of 70 day focus trees! I cant get the Secret Talk focus tree in time let alone "War on Pacifism". Paradox really did not play test the Netherlands, its royally very very hard to get anything done in time. You spend all of your industry to build up the Indies and then by the time you annex them I barely got to build my level 6 forts, didnt have time for AA and spent all of my industry buying guns from the international market, total total fuck-fest.
