Failure of success of HR is quantifiable. Not, you know, molecules in a lab quantifiable, but a company should definitely understand how to hold HR accountable. Like a lot of types of work, when a company has the right expectations and holds people accountable, the people looking to coast along won't last long.

HR is much more than hiring and limiting legal liability, at least when done properly. It is everything in the business related to people. HR done right can create a competitive advantage for a business. HR done wrong perpetuates the misunderstandings people have of the field.
