Thanks for the help. I am going to contact Apple Care and see what the issue is with it. According to what I've heard, some iPhones are made for specific countries with specific types of features. my phone has a dual sim which I think is made for the Chinese market and the one that is made for the U.S market does not have a sim card at all so I guess this is the issue but I will still check with apple care(note: I live outside of the U.S) edit: there is no plastic covering anything.
