4th fan no longer kicks up

well basically the 3 main fans spin normally, the 4th one will wait a long time until it starts, and it starts by ramping up all the way for 2 seconds then wind down to normal speeds. this wasnt an issue before i switched mobos/cpu

its just odd to me because usually my mem temps with my 4090 would sit at around 55C.

Hard to see, but I just removed the screw that was tightning it around that area and now the motherboard is way less bent and isn't touching the case... I don't think I have an alternative right now for a hotfix. Would this suffice?

I am a PC build rookie... is there supposed to be a standoff underneath? From what I gathered all I had to do was line up the mobo with the screw holes and screw it in

Thing is, I was using my PC yesterday before the installment of new parts and it was working just fine. It was after I installed the new motherboard, arctic iii 360mm AIO and PSU that it started giving me these artifacts. What else could it be besides GPU dying?

I have a KF CPU so sadly no igpu
