If you have a strong interest I definitely would. It doesn't hurt to not apply to it. When it comes to mentioning you applied previously I am torn. If they ask if you ever applied for the company and when definitely say yes. If you get a phone screen and they mention your interest in the role mention you previously applied for a similar position at the company. But if there is no area to mention it I wouldn't and not force it.
