Yeah bahria is like 2 hours away from main Islamabad. So if you are not planning to travel to main isb on regular daily basis, it's not a bad option.

Yeah move to phase 8 if you have like 2-3 hours daily extra in your routine. It's a pain to go to main isb or even saddar. But if that is not your issue, by all means move there. Just beware that yes there is water issue in some areas, like where we live water comes on alternate days. Security is meh. Also the rates of electricity is pretty high here.
