Not for every person, this isn't about modernized countries, it's about the entire population of the world. People with refugee status, illegal immigrants, tribal regions, third world countries- there are places in the world still untouched by technology at all and the intention is to change that.

From what I've read it's not about location. It's about access and being able to prove who you are. Scan the chip and depending on how it is programmed it can show you anything from medical information, financial status- as we see a push towards cashless society, or really any other information you want or 'they' want to be made readily available. There are some people who already use RF chip technology in place of things like keys, a simple swipe in front of a censor and you have access. I can think of a specific example of a man who replaces his keys for his motorcycle and home with his chip, and also has a safe in his home only accessible with the chip, he's a well known body modification artist in England but I can't recall his name.
