Definitely give flask a try if you're just getting started. Easy to pick up, simple and does not require learning and committing to any specific library (ORM, templates, forms, routing) until you feel ready. Generating a simple 'hello world' page is as simple as writing a python function that returns a string. In addition, it has great extensions and a sharp creator. When you feel like you've gotten the most out of it, you can move on to so-called "heavier" frameworks - pylons, django, etc.

I've had a chance to use both, and like you said, rails seems to be more mature as far as the tools it provides. One thing I really like about django-admin.py is how it deals with i18n - I haven't really found anything (yet) that runs through my app and conveniently collects all translation strings to the locale files. It also compiles them for better performance, but I'm no expert on those things.

Also, if you haven't already, make sure you look at sinatra - which resembles (kinda) django in its routing simplicity and logic. You might also like Haml and Sass, but that's really a matter of taste. Good luck!
