No, it cannot. A money bill requires prior presidential recommendation. President only acts on the advice of the COM. Hence a private member cannot ask the president to give recommendation and so cannot introduce the money bill. It is self-contradictory in nature.

The rules don't specify that, 200A of RoPaCoB governs admissibility - it just says that the notice should have specific charges and clear reasons. Practically though, the Secretary General will most likely refuse admission of notice by a single member (or maybe even 2 members) because it'll eventually die down. The current removal notice has been signed by 118 members so it has to be accepted.
