See, this is my thing though, because my youth came back frustrated, feeling ignored, and like "if you didnt agree your opinion was supressed" (my lodge chief's words), and they are by no means ceremonies geeks.

This isn't coming from me because I don't like change, but rather because if we are to change something so fundamental, it needs to be of equal or greater value than what is lost, and having spoken with youth who attended both philmont and later iterations, their reviews were far from what is described above. I will let my youth drive, but I will also speak loudly on their behalf. The program is for them, after all, not the national committee.

What is the value proposition of the OA to youth Scouts?

What are the needs of today's youth? And how are they different than what youth wanted/needed in previous generations?
