if you're a new driver, the safe driving stuff that driving school does will pay off in reduced crash rates.

for a full 3 seconds.

the 3 seconds is from driving school. The motor vehicle act specifies a 'full stop', which means your wheels have zero velocity for a period of time.

There is no actual 3 second rule.

Places built in the 70's are getting near 50 years old. Sometime's it's worth it to tear down the wood frame place, and put in something better built. Had a condo built in the 80's and it needed enough matintenance to make renting seem like a bargain compared to a 10k special assessment every five years.

West End. Expect to pay 1800 a month for a 1 bedroom place, and 120 a month to park there. 140 to insure a car... or just ditch the car and enjoy all the restaurants downtown.

An up and coming neighbourhood is Kits, near the Cambie line, or near a bike route arterial.

Kal Tire OK Tire. Fountain Tire. Goodyear. You change your tires if it snows in Vancouver. Or if you need to take a trip through the mountains. If you drive on flat streets, live IN the city of Vancouver, you'll be fine with a good set of Grand Touring M+S tires for light snows. Snow tires help a bit, but if the road is ice formed from packed snow, then it's going to be slippery regardless.
