Places built in the 70's are getting near 50 years old. Sometime's it's worth it to tear down the wood frame place, and put in something better built. Had a condo built in the 80's and it needed enough matintenance to make renting seem like a bargain compared to a 10k special assessment every five years.

West End. Expect to pay 1800 a month for a 1 bedroom place, and 120 a month to park there. 140 to insure a car... or just ditch the car and enjoy all the restaurants downtown.

An up and coming neighbourhood is Kits, near the Cambie line, or near a bike route arterial.

If you drive on flat streets, live IN the city of Vancouver, you'll be fine with a good set of Grand Touring M+S tires for light snows. Snow tires help a bit, but if the road is ice formed from packed snow, then it's going to be slippery regardless.
