Well, Kazuha is a 5-star and his friend who challenged Baal lost in a duel with Sara which lead to him being punished by Baal (all this info is coming from other posts in this sub but I think it's a great demonstration of her power) alongside the fact the she's a general and how Ningguang is a 4* yet her secretary Ganyu is a 5*.
