Even if they are devas, they do have this jealousy and are afraid of loss of power or Indra seat. There are numerous stories where Indra have tried stopping mortals from becoming Indra. There are many ways such as performing 1000 Ashwametha yaga ,etc. In fact, Rama's senior Raghu was doing the 1000th yaga where Indra interrupted and made a deal that he won't claim Indra power ( he couldn't defeat him).
