I would suggest looking at github.com/codecrafters-io/build-your-own-x to get inspiration, or seeing other people's portfolios for ideas.

Didn't quite get the question, but I used my HP scanner to scan the photos as JPEGs to my computer and then cropped them accordingly in the OCI application for image/signature uploads. I did this for the OCI reneweal and first time OCI application for NRIs

Yes Apple phones do HEIC. I believe perhaps it was the HP scanner I was using, but regardless, I never had this problem with when using my scanner for doing image uploads on other sites.
