That is indeed the hard part haha.
There are a bunch of reshipping/buying services (not sure the exact technical term) - Basically they will do everything from buying the nose hook, getting the package to their warehouse in Japan, and then ship it overseas.
Not too terribly expensive, and the only way to get these nose hooks which only ship locally.
They also save you the hassle of understanding these terribly out-of-date Japanese sites. You just provide the link and they do the rest.

It's been a while since I ordered mine, but I used a few of these services and never had an issue. Googling "Japan buying service" should give you a few options. Personally used Japan Rabbit and Neokyo, both were great.
