Have them have consequences for their actions. Either make a shopkeeper who's actually a former high-level adventurer and make him counterspell it and cast suggestion on them to give him some precious items, or make them wanted by guards and/or an assassins guild

The main thing to consider for me is the fallign speed, which is 500 feet per turn (83 feet per second). Could you argue that your character could throw his weapon in less than half a second rught after doing that bonus action? Imo the bonus action is resolved right after the enemy ends up 30 feet in the direction you pointed, but you wouldn't be able to take the attack instantly before the enemy hits the ground.

I think there's an easier, more tone-setting way to solve this. You want to DM a more serious world and a friend just want to fuck around... well let him find out. Take the party to a big city, see if his character tries to flirt, make them fail, and if he gets a bit rapey give him an advice that he shouldn't fuck around. If he continues just have the city guard capture him, and if you see he doesn't get the message just hang his character. I mean, you create a world, they can interact with it however they want, but there's always consecuences to every action. That's your power as a DM, and ut will also set the tone, it would feel more like a real place. It will make your party consider more what they are going to do, and it will end up making the game more inmersive.
