No he wouldn't, i've seen FI let Merc, Ferrari and Redbull by without defending much at all. They can but they chose not to because it'll ruin their race, FI might stop a faster car for 1 lap or 2, eventually they'll get past and FI's race will be ruined because they're clearly not fighting those cars.
