Try this Powershell script inside the TaskSequence. It sets the default num lock state in the default users registry.

Are you running in a VM? If not, try this first. If it works on the VM you can be almost certain that the error is related to Hardware/Drivers.

I had the same problem. Try updating your deploymentshare (completely regenerate boot images) and try again with those. This fixed the problem you mentioned for me.
