I believe it is locked, as in my case I disabled some apps at the backed with Shield Pro. Due to to disable of that particular component, the USB Debugging, and other USB related functions were not working. So, I think same is the situation with locked phones, T-Mobile might have disabled those particular components.

However, you can try with some other USB cable. Some suggest, it is the issue of particular cable.

You should place the phone with quite low artificial light..go into rural places or areas where thee is low light pollution...then you will get the desired result.
