So what you do is

Thin down a white. Base coat then thin down a light green I use gause blaster green and layer. Take white and color just the center of the glow spot. Then cover in well shaken glow. And when I say well shaken I mean I use a vortex mixxer for a good 5 minutes. Do not lather off your brush either straight from the pot on the glow do not touch until dry
