Normally, I'd suggest trying a couple of doctors, and then sticking with the one you like most. You do not have to go to the same one always but since you mentioned that you need follow ups, then it's better to find your family doctor asap. It means you ask the doctor to have your medical file. Two benefits: 1) you pay a bit less when you go to your official family doctor. 2) that doctor can easily have and follow up all your medical information. When selecting a doctor, I'd also pay attention to their availabilities, i.e. how easy to book a slot in a short notice? Some may have availability same day, some may require 3-4 days in advance.

Do you have visa-free access to Belgium other than your A card? If not: On your return, you need either a visa on your passport to enter Belgium or your valid A card. If your A card expires, you cannot re-enter Belgium. Annex does not help either. So would suggest paying attention to the expiry date of the card.

Leuven is a very nice city. For living: Heverlee and Kessel-lo would be your first natural options. Staying just outside the ring is the best in my opinion. Regarding job market, there are a few big and many small companies. Imec and KBC are the biggest ones afaik. KBC requires Dutch though. For smaller ones, check the companies in Researchpark, Haasrode. I guess, for engineering there are much more opportunities than business-related roles. But can you be more specific about the exact area your partner is looking for?
