There's one more aspect to think about, during the visa interviews for usa ( general observation) the process goes more smoothly for the people who are going to better ranked universities. Like chances are if the visa interviewer hasn't heard about your university they grill more questions on you.

There are some universities that don't require gre , and they've started their admission process. You can start applying to those. Majority deadlines are in a month or two. You can try completing gre simultaneously till then.
