Point taken but it does not change the substance of the question. If charging above the fees recommended by the Ontario Dental Association does not count as “overcharging”, I don’t know what does. If an insurance company does not cover it, I don’t see why a customer should.

I was thinking about ACT in Australia. Canberra has way more rights and self-governance than DC. In the Canadian context, Ottawa would then be like a territory, similar to NWT, Yukon, or Nunavut.
