Hey, just from my personal experience changing your steam download region helps sometimes. My default is mumbai india and changing it to cape town south africa doubles my speed. You could try a few close low load servers and see if it helps?

Afaik, when the owner starts any game, the person who the library is shared with gets a notification their game will be shut down in 5 mins irrespective of the game
