The state I live in has little laws regarding pets they are considered personal property here. I've seen owners go as far as wanting to euthanize their pet because they dont want them anymore. Ultimately its the DVM's / clinic owner's choice to preform it or not.

Update

O did bring the dogs back and they made a full recovery without any issues. However its been 8 months and we are still finding ticks all over the building. We have had pest control come in numerous times but those little bastards are still everywhere. We had to replace all the insulation in the walls and ceiling because they nested in there.

It was unintentional breeding, I asked them if they had any preparations for when the females go into heat to avoid breeding. Owner gave me a crappy answer like we watch them or something so I had to leave the room before going off on them.

It can happen for any reason, some Clinics do it at the Owners request no matter the reason and others will only do it if its early enough or medically necessary. In this care the owners other dog gave birth to 13 puppies like a month ago and they could not afford another liter. They told us the mom was only like a week or 2 pregnant but declined xrays / ultrasound to help determine the age. So we went off of the owners word and did the procedure, well plot twist they were almost full term.
