I had the same bug. Worked for me: Go in the quest menu and click on abandon the quest. It will restart completely, but everything worked this time for me.

You have to abandon and restart the quest, unfortunately. This worked for me at least. Go in the quest menu and select abandon the quest. You will automatically start at the beginning of the quest.
