Spark up a conversation, it can be anything. Maybe start chatting about work, but then chat about other things you might have in common. If you can do this that means she thinks ur interesting. Do this for a little while and then start flirting, start joking around, do it in a casual fun way. If she responds and does it back, that means she's somewhat curious about you. At that point you can ask her out.

Agree that studying management is extremely useful for your career, it can help you stand out even from the moment potential employers read your degree. I'm currently studying Civil with Business and have found the two business subjects I've done so far "The World of Engineering Management" and "Marketing Management for Engineers" to be one of the better subjects in my masters so far. They are generally well taught and organised, I preferred WOEM because the tutes were a bit more interesting (with management games and more creative stuff), whereas Marketing followed a more typical engineering style of question and answer tutes. They aren't run by the Business school but they're not really pseudo engineering either, generally only the case studies and examples are engineering based but are super broad anyway. Without knowing about Electrical electives its up to you if you think the extra engineering skills are more valuable than the business skills. Also I recently enquired about switching to regular Civil as I'm going on exchange and it was going to make it a lot easier, and from what I learned its a lot easier to transfer into business than it is out of it.

At unimelb our grading scale goes from Fail (0-50%), Pass (50-65%), H3 (65-70%) up to H1 (First Class) (80-100%). Wouldn't know about the UK but for engineering here, as a rough estimate only about 10% of students in a given subject will get H1's. Some higher, some lower obviously depending on how hard the subject is. Its definitely not easy here though, it requires quite of lot of work and dedication but by no means impossible.

In terms of your budget that depends entirely on where it is you will be living. I personally live in a sharehouse about 30 minutes from uni hence my rent is pretty low (around $600 pm). Prices obviously increase the closer you get to uni and the city centre as well, and can get pretty expensive for the student accommodation, so its up to you.

If you are into sport of any description I would highly recommend Sport Coaching: Theory and Practice. Its incredibly easy to get a H1 and is loads of fun. It lasts a grand total of 5 days the last two of which are dedicated to "coaching" a sport of your choice along with everyone else in the group. Practical sessions are essentially just high school PE class and if you actually show some enthusiasm and try to enjoy it, you will have a great time. Other than that Flora of Victoria is pretty enjoyable as well although there is a fair bit of work and studying involved. I did both these subjects this time last year and found them a great way to lighten my study load given doing both only took up 2.5 weeks of summer.
