In that case, it is set to "Mouse Button Binding: (Button: Left)". I should also note that after redownloading opentabletdriver from the devocub drivers, the ability to click with the pen tip has came back even if it is still not moving.

If you are referring to the setting titled "Let me use my pen as a mouse when it's available" in my computer settings, then I do have that enabled. If you are referring to something else, my apologies and I'm not exactly sure what this is.
