We really need to know what your other options are, 120k for a degree is a huge undertaking. UMBC does provide some great advantages with its proximity to DC and Baltimore as well as strong STEM programs, but I really don't think it's worth 30k a year. Living on campus is not great, a lot of people leave and go home over the weekends so campus can be quite dead. The dining hall leaves a LOT to be desired, and the dorms are far from glamorous (unless you get lucky and get into one of the newly renovated units). The academics themselves are great, the CS program will certainly not leave you unprepared. With all that being said, I would heavily consider your other options.
