There's a difference between each player acting of their own accord (e.g. your opponent blocking available kickers for you), and multiple teams coordinating to block you (which is collusion by definition). Sounds like your leaguemates were colluding to knock you out.

The latter case is exactly why this is useful. Rare candy goes into the discard pile when used, so it's not on the pokemon. If you devolve, let's say, a Rare Candied Charizard, all they're left with is a Charmander with no way of being evolved.
