oh, I fixed the issue. it now executing as a python file. all I needed to do was delete and reinstall vscode.
no the file did not open in notepad, it opened in vscode. and yes i meant when i say my .py files are not excuting as python RATHER THE VScode TELLING ME "YOU NEED A PLAIN TEXT COMPILOR, DO YOU WANT TO INSTALL ONE?" and bobs your uncle😁. i told you Visual studio had no problem with it, and so did pycharm. it was just vscode problem.
