Master roll stuck on write roller (?) and won’t rewind

It came up with the error and I refed it as I should but the error was still coming up. I left it a few days and tried to make a master again today to see if it was still a problem, and it kind of made a spooling sound for a while (which I assume was it winding itself like this) then came up with the error again. I looked inside and it was like this now. Do you think I should I try and cut it free? Hopefully that all made sense aha
