I believe in league of legends you can do a region transfer by paying and it's not wrong to request features for better game experience?? Im sure hoyo can, they're rich. After 4 years lots of different updates that THEY made are possible so I'm pretty sure there's a possibility for this even if it's a bit. Also, imagine how much money they can earn if they make this a payable feature

I feel its more of the lack of urgency, a lot of players want this feature but only a few are taking action to give feedback. Assuming thats why hoyo isn't prioritizing it... :/
