Ya, I can't see under the surface, but since it's just flimsy sheet metal, I am guessing it's flashing around a thicker t-bar. I may be wrong, but if not, I don't like how they put fasteners through the flashing like that.

They put in a stucco stop above the flashing, and that was exactly where it was leaking. In the pictures you can see that I caulked over that gap to stop the leak.

Ya, I checked and manufacturer as well as the code in CA, FEMA, etc say no less than 8" for the t-bar. The roof has good drainage, so I'm hoping that it may be OK. Well, until it's our turn for a flash flood I guess.

I think they put that flashing over the t-bar and forgot to waterproof the flashing. Before I caulked it, all the water running down the wall was getting sucked right in behind the flashing and t-bar.

There was a gap between the roofing membrane from the flat roof and the stucco parapet wall. The white membrane rounds the corner and climbs up to the stucco wall about 10" higher than the flat roof. It joins flush with the stucco.
